  • Overview

    This position provides assistance in financial planning, operational analysis and assimilating the company’s entire financial picture. He/she prepares and delivers concept development and communication of financial insights and recommendations to senior leaders. He/she serves as a liaison whereby frequently meeting with internal/external stakeholders to gather requirements for complex analysis, financial modeling, and metrics generation and subsequently translating those requirements to specific and tangible work for delegation to the team. He/she supervises a team and ensures delegated work is timely, accurate and delivered on schedule. He/she communicates and delivers financial insights and support decision making to support and meet the mission, vision and values of the company. This position functions as a backup to the Director of Financial Analysis.


    Duties and Responsibilities:

    Responsibilities include, but are not limited to, the following:

    • Engage in on-going performance management of staff including coaching, mentoring, development, training and succession planning to include hiring and termination decisions
    • Serves as the subject matter expert and lead on functional deliverables ensuring optimal efficiency
    • Oversight or direct involvement in, financial modeling activities to be used for new programs, budgets and forecasts; as well as support for strategic initiatives
    • Financial and strategic evaluation of new and existing vendors contracts (MedSolutions, RX, BH, DME, etc.) as well as evaluation and advising on new types of arrangements, i.e. risk arrangements, shared savings models, etc.
    • Oversight of month end and year end close process including all IBNR reporting, state risk share reporting, reconciliation work, etc.

    ·      Ensures that analysis (as opposed to strict data reporting) is performed when appropriate to assist internal/external customers with understanding data to better forecast and impact future results

    ·      Responsible for assisting in the acquisition, deployment and effective use of new software and/or analytics that will add value and support all analytical reporting

    • Responsible for working with internal/external customers to clarify expectations and to negotiate timeframes for deliverables
    • Works with Senior Management and/or stakeholders to supply data and oversight in managed care reviews, improvement studies, analyzing data and writing reports
    • Responsible for effectively translating business needs to specific tangible, timely, accurate results and reports
    • Responsible for identifying opportunities for improvement within the department (i.e. documentation and monthly reporting) and for outlining and implementing solutions
    • Oversees regular and ad-hoc data and analytical reports for internal and external entities, such as state agencies, health centers and third party vendors
    • Leads analytical support on all aspects of the preparation of the corporate medical expense budget as well as aggregation of other data to create a consolidated and finalized report for presentation to Senior Leadership and Finance Committee
    • Represent the department as the company liaison and lead person responsible for the activities with Neighborhood, OHIC and audit actuaries
    • Other duties as assigned
    • Corporate Compliance Responsibility - As an essential function, responsible for complying with Neighborhood’s Corporate Compliance Program, Standards of Business Conduct, applicable contracts, laws, rules and regulations, policies and procedures as it applies to individual job duties, the department, and  the Company. This position must exercise due diligence to prevent, detect and report unlawful and/or unethical conduct by fellow co-workers, professional affiliates and/or agents




    • Bachelor’s degree in finance, business or health related area or equivalent experience in Finance position
    • Seven (7)+ years’ experience Health Care or related area
    • Proven leadership skills and prior supervisory experience
    • Ability to prepare cogent analyses using a variety of statistical, spreadsheet, graphic and database programs
    • Knowledge of reserves, IBNR reporting, underwriting and reimbursement methodology
    • Knowledge of industry standard provider reimbursement methodologies and strategies as well as knowledge of current reimbursement innovation being developed in the market
    • Demonstrated experience leading workgroups designing quality improvement and other health care studies
    • Demonstrated ability to handle all stages in the full lifecycle of a research project
    • Ability to anticipate, analyze and recommend solutions to department and leadership for a broad spectrum of business improvement opportunities in a clear and concise manner
    • Ability to solve problems under tight timeframes, demanding workloads or conflicting demands
    • Ability to influence strategic business decisions by working with senior leaders throughout the company, providing financial guidance and participation on committees and strategy groups



    • Familiarity with Cognos and/or statistical reporting packages
    • Knowledge of Medicare payment methodologies and regulations
    • Knowledge of the commercial health insurance market, including reimbursement methodologies, rate setting, member cost share, etc.
    • SQL knowledge and ability to create queries for reconciliation
    • Statistical methodologies and analysis
    • Understanding of medical terminology such as diagnosis codes (ICD-9), and other claims coding topics such CPT and HCPCS
    • Experience in Project Management
    • Master’s degree
