  • Overview

    This position is responsible for examining, assessing and documenting business operations enterprise-wide. He/she will make recommendations to improve processes and systems to leadership.

    The Manager of Strategic Services will relate procedures to IT systems, applications and business processes that are designed to enable the Operations unit to accomplish its objectives.  Serving as a collaborator to plan, design, and execute company level strategic initiatives. 

    This role requires strong leadership, communication and analytical skills and an expert in business analysis.   He/she will lead a team that will perform various functions in a fast-paced environment, managing multiple priorities and meeting multiple deadlines.


    • Manages a staff of Business Analysts, Business Systems Analysts, Solution Advisor, and other support staff for the Enterprise which includes hiring, coaching and career development, developing performance goals, and assessing results.
    • Oversees  off-shore BPO staff and the delivery of activities to support projects and initiatives
    • Test Management associated with all corporate projects
    • Facilitate business analysis duties for corporate projects
    • Oversee process development and documentation for any new or altered functionality or business process.
    • Facilitate annual audit of actual business processes
    • Mentor and/or facilitate requirements walk-through and respond to Test team ambiguity review questions.
    • Work closely with Project Team to ensure compliance to System Development Life Cycle (SDLC)
    • Contribute, facilitate and manage the development of business requirements, functional requirements, process flows, reference materials, user guides and testing as appropriate.
    • Actively participates in change management activities
    • Coordinates estimates for work efforts on new projects and for on-going forecasting
    • Provides supervision, direction and guidance to team while serving as the subject matter expert and lead on functional deliverables
    • Provides performance feedback and coaching to staff, as well as makes hiring and termination decisions
    • Assist in the training of new staff and providing an environment of continuous learning for existing staff
    • Develop and maintain standards for development of business processes, business cases and their documentation
    • Prepare and compile periodic progress reports to the Senior Management Team
    • Other duties as assigned
    • Corporate Compliance Responsibility - As an essential function, responsible for complying with Neighborhood’s Corporate Compliance Program, Standards of Business Conduct, applicable contracts, laws, rules and regulations, policies, and procedures as it applies to individual job duties, the department, and  the Company. This position must exercise due diligence to prevent, detect, and report unlawful and/or unethical conduct by fellow co-workers, professional affiliates and/or agents.



    • Bachelor’s degree in Business or IT-related discipline and/or years of experience and background to equate to the degree in technology or management
    • Five (5) to Seven (7) years of related business analyst/business systems analyst experience or comparable business experience
    • Two (2) to Three (3) years of experience in a supervisory/leadership role
    • Two (2)+ years of experience in an insurance, medical and/or HMO environment using claims processing software
    • Understanding of Process Improvement methodologies – Lean, Six Sigma, Etc.
    • Experience with Software Development Lifecycle (SDLC) and the preparation of SDLC related documents
    • Excellent interpersonal skills, including the ability to work across the organization and to interact, influence and negotiate effectively at all levels of management
    • Confident team builder and leader with strong motivational skills. Adept in problem solving and resolving conflict
    • Intermediate to Advanced skills in Microsoft Office (Project, Word, Excel, PowerPoint, Visio, Outlook)
    • Solid organization and analysis skills with demonstrated ability to deliver on multiple assignments, meet tight deadlines
    • Effective and decisive under pressure
    • Alignment of IT strategy and planning with company’s business goals and objectives
    • Ability to liaise with business users, developers, stakeholders, analysts and management
    • Strong communication skills, both verbal and written
    • Must have outstanding time management and organizational skills


    • Two (2)+ years of project management experience
    • Demonstrated leadership, influence and collaboration in a matrix-managed environment
    • Experience in mentoring and training colleagues
