  • Overview

    Responsible for managing the compensation and benefits functions for the company. The manager plans, develops and implements new and revised compensation programs, policies and procedures to be responsive to the company's goals and competitive practices. This position is also responsible for ensuring through audits, legal reports and personal interactions that company compensation programs are consistently administered in compliance with company policies and government regulations. The manager is also responsible for administration of employee benefits including wellness programs and incentives.  As needed, this position provides special guidance and assistance to both locations on various employee benefit plans. The manager is responsible for working with vendors to survey the industry or like industries and/or community to determine the company's competitive position in employee benefits. This position develops, recommends and installs approved, new or modified plans and employee benefits policies and supervises administration of existing plans. This position develops cost control procedures to assure maximum coverage at the least possible cost to company and employee.

    Responsibilities

    • Participate in department continuous quality improvement activities
    • Take responsibility for professional development, support a learning environment, and meet professional competency requirements.
    • Monitors the effectiveness of existing compensation policies, pay administration guidelines and procedures recommending plan revision as well as new plans which are cost effective and consistent with compensation trends and company objectives; coordinates implementation and provides guidance to senior management
    • Provides advice to management, staff and HR Business Partners on pay decisions, policy and guideline interpretation and job evaluation including the design of creative solutions to specific compensation-related programs
    • Manages the administration of direct compensation (exempt and nonexempt cash compensation programs) for staff including the processing, recording and reporting of compensation-related actions taken on all employees
    • Develops techniques for compiling, preparing and presenting data
    • Responsible for leading efforts regarding the process for updating and maintaining job descriptions
    • Keeps apprised of federal, state and local compensation laws and regulations in order to ensure compliance
    • Evaluates and compares existing company benefits with those of other employers by analyzing other plans, surveys, and other sources of information. Plans, develops and/or participates in area and industry surveys. Analyzes results of surveys and develops specific recommendations for review by management.
    • Develops specifications for new plans or modifies existing plans to maintain company's competitive position in labor market
    • Administer employee benefits programs such as retirement plans; medical, dental, vision plans; life insurance plans; FSA programs, temporary disability programs; and wellness programs.
    • Evaluate and compare existing company benefits with those of other employers by analyzing other plans, surveys and other sources of information. Plan, develop and/or participate in area and industry surveys. Analyze results of surveys and develop specific recommendations for review by management.
    • Develop specifications for new plans or modify existing plans to maintain company's competitive position in labor market, and
    • Recommend classes of eligible employees for new or modified plans. Work with Benefit’s Broker to develop census data and solicit insurance companies for quotations. Evaluates quotation and make recommendations to management. Develop company cost information for new plans and make premium cost share recommendations to management.
    • Install approved new plans or changes to existing plans by preparing announcement materials, plan summary documents and other media for communicating plans to employees. Manage annual open enrollment activities and system updates. Advise and counsel management and employees on existing benefits.
    • Prepare and execute, with legal consultation, benefits documentation, such as original and amended plan texts, benefit agreements and insurance policies. Instruct insurance carriers, trustees and other administrative agencies outside the company to effect changes in benefits program. Ensure prompt and accurate compliance.
    • Assure company compliance with provisions of Employee Retirement Income Security Act and the Affordable Care Act. Supervise preparation of reports and applications required by law to be filed with federal and state agencies, such as Internal Revenue Service, Department of Labor, insurance commissioners, and other regulatory agencies. Review and analyze changes to state and federal laws pertaining to benefits, and report necessary or suggested changes to management. Coordinate company benefits with government-sponsored programs.
    • Handle benefits inquiries and complaints to ensure quick, equitable, courteous resolution. Maintain contact in person, and by phone or mail, with hospitals, physicians, insurance companies, employees, and beneficiaries to facilitate proper and complete utilization of benefits for all employees.
    • Supervise maintenance of enrollment and claims records for all benefits plans.

      • Worker’s Compensation
      • FMLA & ADA Leave of Absence programs
      • Tuition Reimbursement
      • Employee Recognition program

    • Acts as the point of contact with Fiscal Operations concerning benefits and salary/pay issues
    • Authoring related HR P&Ps
    • Assists in the preparation of reports to the HR Committee of the Board
    • Other duties as assigned
    • Corporate Compliance Responsibility - As an essential function, responsible for complying with Neighborhood’s Corporate Compliance Program, Standards of Business Conduct, applicable contracts, laws, rules and regulations, policies and procedures as it applies to individual job duties, the department, and  the Company. This position must exercise due diligence to prevent, detect and report unlawful and/or unethical conduct by fellow co-workers, professional affiliates and/or agents

    Qualifications

    Required:

    • Bachelor's Degree in Business, Human Resources or related field.
    • 7-10 years of progressive Human Resources experience
    • 5-7 years managing compensation and benefit programs
    • Knowledge of HIPAA/COBRA, as well as applicable laws and regulation related to HR and general business practices
    • Detail-oriented, ability to multi-task and ability to prioritize assigned duties
    • Customer service focused with strong interpersonal skills and effective oral and writing skills
    • Good written and verbal communications skills
    • Advanced skills with HRIS, Microsoft Word, Excel, PowerPoint and Access

    Preferred:

    • Master’s Degree in Human Resources Management, Organizational Development or Business
    • 2-4 years of experience in Healthcare or Healthcare insurance industry
    • CCA, SHRM – CP, SHRM – SPC, PHR or SPHR
    • Experience with HRIS systems
    • Knowledge of Microsoft Project, Visio, SharePoint and Publisher
    • Business and / or technical writing experience
